The Augusta City Council on March 16 approved a resolution to set a public hearing on April 20 to consider establishing a Reinvestment Housing Incentive District (RHID) for the Red Bud Ridge development.
Staff explained that the RHID program reimburses eligible project costs from incremental property‑tax increases generated within the designated district and that the city completed a housing‑needs assessment in July 2025 recommending incentives to encourage residential construction. The Department of Commerce reviewed the city's findings and agreed the RHID approach was appropriate.
The resolution schedules the statutory public‑hearing process and requires staff to make the proposed RHID development plan available for public inspection prior to the hearing. Councilmembers approved the resolution by voice vote.
Next steps: the council will hold the April 20 public hearing and, following that process, may adopt an ordinance to formally establish the RHID district.
