The Augusta City Council on March 16 approved staff's recommendation to select Donlanger Construction as the construction manager at risk (CMAR) for the new Augusta Public Works campus and authorized staff to begin contract negotiations.
"This project includes site demolition and preparation, grading and paving, utility and stormwater improvements and several pre‑engineered buildings," Tim Johnson, the city's public utilities director, told the council. Johnson said the project is being delivered in phases; phase 1 (a salt storage building) is already complete and phase 2 will add three larger vehicle‑storage/office buildings and a covered open vehicle storage structure.
Johnson explained the CMAR delivery method brings the contractor into the design process early to provide cost estimates and help establish a guaranteed maximum price, improving budget certainty. He said the project will be funded in part by a roughly $1.2 million transfer from the electric utility to purchase an existing solid‑waste building and by the general‑obligation bond series 2025 the council previously authorized.
A council member moved to approve selecting Donlanger Construction and to authorize staff to negotiate a CMAR contract; the motion carried by voice vote.
Next steps: staff will negotiate contract terms and return the final agreement to the council for approval before work begins under the contract.
