Supporters, including petitioner representatives, said the annexation and rezoning preserve Kokomo’s ability to attract large employers and to shape future proposals under municipal oversight. "This is an opportunity to say that Kokomo remains open for business," Paul Wyman, who represented the petitioners, told the council, and urged members to approve the measures.
