Moore council approves engineering amendments and authorizes landscaping bid solicitation

Council approved amendment #4 to Garver LLC’s contract to complete plan revisions and stationing work needed after ODOT review of the combined Northeast 12th Street and Eastern Avenue projects. Staff described the work as necessary because two previously separate projects were combined for grant purposes and ODOT required a single set of consistent plans; staff said the revision work increased scope and recommended approval.
The meeting materials listed the Garver amendment amount as $41,000 in the agenda cover, but staff later described the scope as costing $441,000 to reconcile the two plan sets, combine quantities and update stationing. The council approved the amendment; staff noted they had offered assistance to the applicant to update county and postal records in another agenda item.
Council also approved amendment #4 to the contract with Freese & Nichols (agenda spelled the firm inconsistently) for $33,500 to address ODOT coordination comments and resubmit 90% design plans for the Northeast 12th Street reconstruction project.
On a separate item, staff recommended soliciting bids for year-round landscaping services to maintain city flower beds, streetscapes and trees, with biweekly service April through November, monthly service November through March and a minimum of annual tree maintenance. Council authorized staff to solicit proposals for basic and enhanced landscaping, tree maintenance and irrigation installation and repair.
All three items were moved, seconded and approved by the council during the meeting.
