Kenai awards $3.02M pump-house construction contract to low bidder UIC Construction

The Kenai City Council on April 1 adopted Resolution 2026-17 awarding the 2026 water treatment pump-house construction contract to the low bidder, UIC Construction, at $3,022,200.
Acting City Manager Frey told council the project received four bids and the low bid was significantly below the engineer's estimate of about $4,000,000. Frey outlined the scope: construction of a new pump house at the water treatment plant, installation of a backup generator, some additional water mains to improve supply, pressure tanks and electronic gate access.
"We had a successful bid for this project. We received 4 bids. UIC Construction was our low bid at the cost of $3,022,200," Frey said during the presentation. He added the project is funded by $2,700,000 in state grant funds and the remainder will come from utility funds.
Council moved and seconded the resolution and, after no public comment, the council adopted Resolution 2026-17 without objection.
Next steps: administration will proceed with contracting procedures and schedule construction work in accordance with standard procurement and grant conditions.
