At its March 23 meeting Radford City Council handled several non‑routine municipal matters: appointing an NRRA alternate, approving multiple proclamations, discussing memorial recognition for former city manager Bob Asbury and authorizing exclusive negotiations for a prospect on the Wells Fargo building.
Mayor Horton nominated Seth Gillespie to serve as an alternate to the New River Resource Authority for the remainder of Bob Asbury's term; council seconded and approved the nomination by voice vote.
Mayor Horton offered remarks honoring Bob Asbury’s service to Radford and proposed naming the administrative wing of City Hall for him; council members expressed support and asked staff to work through details, with the expectation of formal recognition at a future meeting.
Council read several proclamations — declaring April as Environmental Awareness Month, proclaiming Earth Day on April 22, Arbor Day on April 24, Distracted Driving Awareness Month, National Public Safety Telecommunicators Week, and Animal Care & Control Appreciation Week — and later approved them together by voice vote.

Council concluded the meeting by voting to convene into an executive session for consultation with legal counsel on probable litigation, citing Va. Code §2.2‑3711(A)(7) and noting an issue involving a Pulaski County revenue‑sharing agreement.
