Cedar City Council schedules votes on land‑use and wastewater items, awards sewer rehab to Advanced Lining LLC on consent

Cedar City Council members handled a mix of land‑use hearings and infrastructure briefings and moved several items forward for decision or placed them on consent.

After opening the meeting with a prayer and the Pledge, the council opened a public hearing on an ordinance to vacate a 7.5‑foot public utility easement at roughly 165 South 1600 West. Bob Platt, the applicant, explained the easement is not used and that utility companies would sign releases; with no public comment, the council voted to place the ordinance on the action agenda.

The council also held a public hearing on a conditional‑use permit (CUP) for a proposed Suncor concrete batch plant, heard an extended staff and applicant presentation and an acoustical consultant's noise study, and voted to place that CUP on next week's action agenda so final conditions can be drafted.

In infrastructure items, Jeff Leonard, wastewater treatment plant superintendent, reported the plant's 2025 average flow was roughly 3.24 million gallons per day of a 4.8 MGD design capacity (about 67%). Leonard said several indicators (BOD and TSS loadings) suggest the city should begin engineering discussions on potential upgrades as the plant approaches a 70% planning threshold; council moved that wastewater planning resolution to action for next week.

Staff opened bids for the 4500 West sewer rehabilitation project and recommended Advanced Lining LLC as the low bidder to line manholes on the 4500 West trunk; council voted to place the award on the consent agenda. Council also reappointed three members to the parks and recreation board for the upcoming season and placed those reappointments on consent.

Before adjourning to a closed session to discuss reasonably imminent litigation, the council recorded a roll call and approved the move to closed session.
