In infrastructure items, Jeff Leonard, wastewater treatment plant superintendent, reported the plant's 2025 average flow was roughly 3.24 million gallons per day of a 4.8 MGD design capacity (about 67%). Leonard said several indicators (BOD and TSS loadings) suggest the city should begin engineering discussions on potential upgrades as the plant approaches a 70% planning threshold; council moved that wastewater planning resolution to action for next week.
