Germantown public works committee approves mower purchase, accepts roadwork and awards sewer repair contract

The Germantown Public Works & Highways Committee on April 1 approved multiple capital purchases and contract actions, including a Jacobson turf-mower purchase, acceptance of 2025 road program work by Wolf Paving and a no-dig storm-sewer lining for Hickory Drive.
The meeting’s most consequential votes came after presentations from village staff. A motion to purchase a Jacobson turf mower from Horst Distributing with a $10,000 trade-in and a not-to-exceed purchase amount was moved and seconded and passed unanimously. Staff said the item had been included in the capital budget but that the approved appropriation was slightly lower; staff recommended trading the existing sidewalk tractor for $10,000 and using remaining capital funds (including savings from a parks pickup truck purchase) to cover the shortfall.
The committee also voted to accept improvements completed under the 2025 road program by Wolf Paving and begin the one-year warranty period, which will allow remaining retainage to be processed once payment applications are reconciled. Staff said the work was substantially complete in September 2025 and that final payment timing was delayed while staff and the contractor clarified pay-application items.
On a separate contract vote, the committee approved a not-to-exceed $36,487.50 award for cured-in-place lining in two storm sewer pipes on Hickory Drive. Staff reported that a post‑flood televising inspection after August 2025 found opened joints in bell-and-spigot pipe alignments; the recommended trenchless liner avoids an open-cut excavation and is intended to prevent recurring shoulder failures. A committee member asked whether televising was standard before paving; staff said it was not part of the 2024 paving work but is being included in future road-program budgets.
Other approved items included a change order (not to exceed $23,686) with the contractor that performed CCTV and cleaning work to examine additional large-diameter storm sewers, and a reduction in a developer letter of credit for Renwood North Subdivision by $215,500 to leave $181,000 remaining to satisfy final surface work and punch-list items. All recorded votes on the agenda items were unanimous.
The committee heard staff explain funding and budget lines for the purchases; in some cases staff identified specific capital accounts and noted small remaining balances would cover shortfalls. The chair and members requested that future agenda packets include clear account titles and not just account numbers to help the board understand where funds would be drawn.
The committee scheduled its next meeting for May 13 at 5:30 p.m. and adjourned at 6:37 p.m.
