Mapleton — At the start of the meeting a resident told the council that speeding and truck engine brakes on 1600 North have become a safety and quality-of-life problem and asked officials to consider a temporary pause on building permits while local water conditions remain stressed.
"My name is Doug Allen," the resident said. He described a speed-count box placed by a former staff member and told council members "50% of the people are traveling 15 miles an hour over the speed limit," adding that other drivers were reaching 70–90 mph. He asked the council to take action to slow traffic in that corridor.
Allen also raised repeated disturbances from heavy-truck engine brakes and said the state told residents the city would need to purchase and enforce any 'no engine brake' signage itself. He asked whether the council could revisit that option.
Finally, Allen requested the council "put a hold on building permits at this time until our water situation seems to improve a little bit," arguing it is inconsistent to ask residents to conserve while construction continues.
The chair told Allen staff would follow up after the meeting to share the traffic-count data and discuss next steps; Public Works staff later noted they have looked into applicable ordinances and will confer with council liaisons on possible solutions. Council did not take immediate action at the meeting and asked staff to bring options and data back for discussion.
