"The presence of mature trees on his property would make the permitted circular driveway approach impractical," the staff member presenting the item said, adding that the applicant, Jared Park, proposes a separate driveway to provide access to the ADU while maintaining existing landscaping.
Staff recommended approval with conditions that include: obtaining a right-of-way permit for the new curb cut; demonstrating a clear sight-distance triangle at the driveway entrance; trimming landscaping to maintain visibility (maximum 3-foot vegetation height within the required setback); ensuring the second driveway conforms to city width, materials and drainage standards; and not constructing the second driveway until an ADU license has been approved.
Commissioners asked about setbacks, whether the lot could accommodate a circular driveway without tree removal and whether impermeable surface limits apply. The planner said the lot appears to meet minimum width requirements for a circular driveway, but the applicant’s proposal would reduce landscape removal and cost. Public-works input supports the curb cut if sight-distance requirements are met.
One commissioner suggested the commission consider amending the code to reduce unnecessary overhead in cases where a second access point better achieves ADU parking goals and preserves significant trees. Staff said city council retains authority to grant driveway exceptions after the commission’s recommendation.
The commission did not take a final vote at the work session; staff will include the recommended conditions in the record as the application advances through the formal approval process.
