Committee debates repealing company-issued Class B trade license; motion fails for lack of second

Staff and legal counsel said rescinding the company-issued license would require individual tradespeople to obtain the same licenses and continuing-education credits as other workers in plumbing, HVAC and electrical fields. Legal staff noted the fee for the company-issued license had already been repealed in the fee schedule, meaning the city could not currently charge for the license even if it remained in code.
Council members asked whether other cities used a similar company-issued license and requested additional information before changing the code. A motion to repeal the license was made on the floor, but no committee member seconded the motion, so the ordinance did not advance. Committee members directed staff to research practices in other jurisdictions and to return with clarity about liability, best practices and whether a change could leave gaps in responsibility when work is performed by contracted companies.
Next steps: Staff will survey peer cities and return with a recommendation addressing liability, fee treatment and how the proposed repeal would affect enforcement and permitting.
