Commission approves six tax abatements, denies seventh based on Fargo review

Chair Grinberg opened the meeting and the commission moved quickly to consider a package of property tax abatements. County staff member Stanger said City of Fargo staff reviewed the contested valuations and agreed the appellants' lower estimates were appropriate for six of the cases, and recommended approval of those abatements.
Stanger said the six recommended abatements come after "City of Fargo, upon their review of each of these 6 properties, found that their estimations of value ... were too high and that upon the review, they agreed with the appellant's estimation of value that they provided." The commission approved the six abatements on the staff recommendation.
Stanger then described a seventh request, from Revival Properties LLC, where Fargo's review of comparable sales suggested the market had been stronger in the earlier year and supported retaining the property's 2025 assessed value. "Fargo's recommendation is to retain the value on that property for 2025 rather than approving the abatement," Stanger said. The commission voted to follow Fargo's recommendation and did not grant the abatement in that case.
The actions were taken by motion and roll-call votes; commissioners recorded affirmatives and the motions carried. No further public comment on the abatements was recorded. The commission moved on to subsequent agenda items.
