Mill Creek Community Sch Corp Board approved an additional appropriation of $4,795,000 in proceeds from the district 2026 general-obligation (GO) bond, authorizing the use of bond funds for planned projects.
The action came after administrators read the statutorily required additional-appropriation hearing. Tom Michael, speaking for administration, told the board the bond has already been issued and is scheduled to close next week but that "before we can spend the funds, we must have a hearing on the funds, for the school corporation to be able, to receive permission to spend the project funds." He said the resolution appropriates the bond proceeds so the district may begin project expenditures.
Why it matters: Approving the additional appropriation is a technical but necessary step that allows the district to move forward with construction and other bond-funded work. Without it, bond proceeds cannot be legally expended on project costs.
Board action and vote: Committee member (speaker) moved to approve Resolution 2026-04, the additional appropriation for the 2026 GO bond; the board voted 5-0 to adopt the resolution.
What administrators said: Michael summarized legal and administrative steps, noting that "this additional appropriation of bond proceeds is not required to be approved by the DLGF" because it is not tax revenue, though it must be posted on the DLGF site under the agency's process.
Next steps: With the resolution adopted, district staff said they will proceed with project spending and the close of the bond issuance is anticipated next week. The board closed the appropriation hearing and moved on to other business.
