Council imposes six-month moratorium on new permits for certain used-auto businesses while zoning is updated

Lincoln Park's City Council adopted a six-month suspension on accepting new business applications for activities regulated under zoning chapters 886 and 888 during the March 23 meeting, a measure intended to give staff and the planning consultant time to draft updates to the zoning code.
Mayor Tobin introduced the moratorium and asked City Attorney Ellen Zelnick to explain the proposal. Zelnick said the sections at issue "involve different types of used auto dealer licenses and car facilities, repair facilities throughout the city" and that the moratorium is designed to work with the city's master plan and planned zoning updates so the community does not experience proliferation of similar businesses "block after block." She emphasized the action would not affect current licensees.
Councilors approved the suspension and the city attorney noted the council could revisit the moratorium at any time. Staff said the moratorium is a preliminary step while planning commission review, public hearings and draft ordinance work proceed.
The council asked staff to proceed with zoning-code updates and to bring findings and proposed ordinances back through planning processes and public hearings before accepting new applications in the affected categories.
