Storey County commissioners voted unanimously on March 17 to adopt Ordinance 26‑336, which removes the county’s 3% gross‑revenue license fee for cannabis establishments.
Laura Mather, advising the board on legal authority, said Nevada Revised Statutes allow counties to charge up to 3% of gross revenue but do not impose a minimum; the county therefore has the option to set the fee at zero. A public comment speaker, Jess Costello, identified herself as a co‑owner of Pure Tonic dispensary and recommended the reduction, saying the industry already faces state wholesale and retail taxes and that any county decrease would be passed to customers. "The cannabis in this state is heavily taxed ... and those taxes are passed on to the customer," Costello told commissioners.
After closing the hearing, Commissioner Mitchell moved to adopt the second reading of Bill 148/Ordinance 26‑336 to set the county cannabis fee at 0%. The motion passed unanimously.
What this means: Licensed cannabis businesses in Storey County will no longer remit a county fee equal to 3% of gross revenue. Staff and businesses will follow the county's ordinance update and apply the new fee policy as part of licensing processes.
Limits of reporting: The ordinance change affects only the county fee and does not alter state cannabis taxes or state regulatory responsibilities.
