Lowndes County approves infrastructure acceptance, TIA supplemental funding and a $500,000 housing-authority loan

The Lowndes County Board of Commissioners approved several administrative and funding items at its meeting.
Staff told the board it had completed inspections and recommended acceptance of 0.94 miles of right-of-way and associated infrastructure in the Longleaf South Commercial Park (Cameron Lane). The board accepted the infrastructure and authorized the chairman to sign the acceptance documents.
County staff also reported that a Kindlerloop/Clytteville Road paving and drainage project originally contracted with a not-to-exceed GDOT/TIA amount of $3,450,000 finished at a cost of $4,550,000. The TIA office agreed to provide the additional $1,100,000, and the board approved a supplemental agreement to allow the county to submit the final reimbursement form.
For resurfacing under the 2025 LMIG/LRA program, the county reported it received $1,677,028.92 in funding from GDOT for about 6.94 miles of resurfacing. Two bids were opened: Scruggs Company ($1,491,023.01) and Reams and Son Construction (amount transcribed in the record with ambiguous formatting). Staff recommended, and the board awarded, the contract to Scruggs Company as the lowest responsive bidder.
Other business approved included a correction to an existing beer-and-wine license for Manish Kumar Patel (Busy Food Mart/Kasumbel 2025 LLC). The board also approved a repayable $500,000 loan to the Valdosta Housing Authority to support affordable-housing efforts; Commissioner Evans recused herself from that vote because she sits on the housing authority board.
The meeting record shows all these motions carried by voice vote with no recorded opposition.
