Kaye Soberman, director of public works and city engineer, explained the multi-year project will allow vertical and lateral expansion of landfill blocks (connecting blocks M and P and raising elevations on M, P and O), expand the waste footprint of block O, and relocate the landfill entrance. Hydrex Environmental is listed as a subconsultant to handle wetlands and environmental analysis.
Soberman said the work was divided into phases because of the multi-year nature and budget constraints; the overall effort was stated to be approximately $1.3 million across budget years and the current contract uses budgeted CIP funds for this fiscal year. Council asked whether the money being spent was new or already budgeted; staff said the full project was budgeted across years and the phase contracts fall within that plan.
Council moved and unanimously approved the contract. Staff said the work aims to extend the landfill's service life and includes follow-up construction projects that will come later.
