Summary
The council approved a one-year extension of a specific-use permit allowing stone, sand, gravel and mineral extraction on roughly 28.2 acres north of Power Street, with the same conditions (hours, buffers, erosion controls) as the prior approval; staff said the activity is temporary and does not change underlying zoning.
The Nacogdoches City Council on March 17 approved a one-year renewal of a specific-use permit (SUP2026-02) allowing stone, sand, gravel and mineral extraction on about 28.2 acres north of Power Street between North Sanders Street and Old Tyler Road.
City planner Juan Paulette told the council the use was previously approved in January 2024 with a 12-month expiration and that the applicant requested an additional 12 months with no changes to operations, hours or site layout. Staff reported they mailed 38 property notices within 200 feet, held a neighborhood meeting that no one attended, and recommended the same conditions as the prior approval: hours of operation (6 a.m. to 6 p.m., Monday through Saturday), a 25-foot perimeter buffer, functioning stormwater and erosion controls, and street cleanup as needed.
Council discussion centered on whether the city routinely allows repeated extensions. Paulette said the activity is temporary and the council retains discretion over future renewals; repeated extensions are generally not intended as a long-term solution. After discussion a motion to approve the SUP as presented was made, seconded and carried unanimously.
What happened next: The council approved the request and preserved the staff-recommended conditions; the SUP will expire in 12 months unless otherwise acted on by council.
