At its March 10 meeting the Roseville City Council voted to enter closed sessions twice and then approved a one‑time vacation buyback for 2025.
The council authorized a closed session to discuss a written legal opinion regarding pending arbitration pursuant to MCL 15.2681(e) and (h); the motion (moved by Councilman Leticia and supported by Councilman Shoemaker) passed on a roll call reported as seven affirmative votes. The council then authorized a second closed session to consider an attorney‑client privileged opinion concerning a request to sell back additional vacation time under MCL 15.2681(h); that motion also passed by the same roll‑call result.
After the meeting returned to open session (reconvened at 8:15 p.m.), City Attorney Tomlinson stated the motion before the council: “to grant employees' request to sell back additional vacation time for the year 2025 only,” and said a letter terminating the past practice will be sent going forward. Councilman Knox moved to approve the buyback as presented; the council approved the motion by voice vote.
What the council did not disclose in open session: details of the legal opinions discussed in closed session and the list or dollar total of employees who will participate in the one‑time buyback were not presented in open session; the city attorney said a termination letter will be issued to end the prior practice.
The council adjourned after approving the item.
