Staff recommended forwarding the rezoning to City Council with findings and conditions.
A nearby resident, Taylor Fielding, spoke during public comment to raise traffic and school‑walking impacts, noting the area is within walking boundaries for multiple local schools and that Merrill is being widened. Applicant representative Bob Herdson said the design allocates a professional/office buffer between commercial uses and future residences and emphasized access points and a clear concept for future site design.
Commissioner Anderson moved to recommend approval with staff conditions; Commissioner Mitchell seconded and the motion passed on a roll call vote. The recommendation will be included in the packet sent to City Council for final action.
