The applicant’s representative said residential uses had been discussed for years and argued a staged approach (build housing first to create rooftops, then commercial) was consistent with earlier concepts. The applicant said the PUDC zoning allows mixed uses and that a residential component would be feasible with appropriate buffering and a dividing road.
Commissioners pressed staff and the applicant on recent changes in nearby parcels — new storage units and office buildings — and the city’s transportation planning, and several said they were concerned about placing about 70 housing units into a largely commercial/industrial neighborhood. Commissioner Davis moved to recommend denial to City Council and the motion passed on a roll call vote; the commission will forward the recommendation and staff findings.
