The Santa Rosa Planning Commission voted March 26 to approve a conditional use permit that allows off-site sales of distilled spirits at 24/7 Foods & Fuel, 3230 Coffee Lane (PLN25-0348).
Planner presentation materials described the site in the northwestern quadrant of Santa Rosa and noted past authorizations for beer and wine sales. Staff said the project is categorically exempt under CEQA for an existing facility and reported that police had reviewed the application and raised no objections in the staff packet.
Applicant representative Steve Rawlings, speaking for the Bunting family that owns and operates the business, told the commission the request is driven by ready-to-drink (RTD) distilled-spirit beverages that industry data show are the fastest-growing segment of the market. Rawlings said spirits intended for off-site sale would be stored in a locked cabinet behind the register and that employees will receive approved responsible-beverage training; the company also uses ID-scanning devices.
Commissioners asked staff about ABC concentration and the city's role. Staff explained the state Alcoholic Beverage Control (ABC) sets concentration thresholds; if a location exceeds ABC's threshold, the city conducts a Public Convenience or Necessity (PCN) determination at the director level using police and crime-data information. Commissioners also confirmed with the applicant that issuance of a Type 21 license would cancel the existing Type 20 license for the site rather than add to the total number of licenses in the census district.
Commissioner Sisco moved and Vice Chair Duggan seconded the resolution approving the CUP for distilled spirit sales; commissioners expressed support and the resolution passed with seven ayes.
Action: the commission approved the CUP to allow distilled spirit sales at 3230 Coffee Lane, subject to the conditions of approval included in the staff report. Staff said they will follow up with police and ABC processes where required.
