At its March 17 meeting the Capital Improvements Advisory Committee reviewed the city’s land-use assumptions (LUA) and 10-year connection projections and confirmed the committee will recommend the status quo to city council in its semiannual report.
Amanda Wade, administrative assistant for public works, presented LUA figures for the Aug. 1, 2025–Jan. 31, 2026 reporting window. She said the 10-year projected water connections are 3,968 while current water connections stood at 3,315 as of Jan. 31, and projected wastewater connections are 2,402 versus 2,036 in actual connections. Wade also listed recent LUA adjustments (five residential water connections, one commercial water connection) and noted roughly $34,000 in water impact-fee payments during the period.
Committee members discussed expected buildout timing for several upcoming developments (Post Oak, Oak Bend Estates, Corley Tract). Members said developer phasing and market conditions make a precise timeline uncertain; several committee members suggested a reasonable window of four to 10 years for much of the projected growth, with staff noting at least one community has broken ground and developers are planning phased buildout.
The chair said he will present the committee’s semiannual report to council on April 16 and asked members to notify Amanda Wade if they plan to attend so the committee avoids creating a council quorum. Members confirmed the committee’s recommendation is to leave the current impact-fee schedule in place and to include member designations (real estate, development, builder) in the report. The committee set its next semiannual meeting for Sept. 15 at 9 a.m.
