Summary
Grant County approved a set of budget adjustment requests (BARs) that included dispatch upgrades, election MOU funds, fire reimbursements and large CIF increases and matching transfers for Arenas Valley Phase 3; staff clarified the reimbursement process for volunteer fire departments.
Finance staff presented multiple budget adjustment requests covering a range of funds: a dispatch room upgrade (~$6,741.96), Secretary of State election MOU funding (~$77,540.61), summer internship funding (~$11,250), fire-reimbursement entries for the Trout Fire and Whiskey Creek, and capital-infrastructure funding tied to Arenas Valley Phase 3.
The presentation noted an increase in loan proceeds ($594,000) and a revenue increase reported as "$5,000,346" for CIF 6716 Arenas Valley Phase 3, plus a match transfer of $660,000 and corresponding expense entries for the CIF project. Finance staff said the Tron/Trout fire reimbursements reflected VFDs being paid for equipment/time used during fires and that the county needed corresponding budgeted expenses to allow those funds to be used.
A commissioner asked why reimbursement amounts already expended during fires were listed as current expenses; staff explained VFDs were reimbursed for time and equipment usage and the BARs complete the bookkeeping so funds are budgeted correctly for use. The commission moved, seconded and approved the BARs as presented.
The commission recorded approval of the BARs and asked staff to continue providing clarity on large capital project budgets and the status of reimbursements to volunteer fire departments.
