Council conditionally approves 423 Center Street 25-unit project pending signed stormwater easement

Councilors agreed on March 25 to advance a conditional use approval for a proposed 25-unit building at 423 Center Street, but stipulated that final confirmation depends on a stormwater easement that the applicant said will be signed imminently.

A representative involved with the project told council that "the last check mark is actually gonna happen tomorrow," saying the stormwater easement paperwork must be completed before the borough proceeds. In response, a council member moved to approve the conditional use for 423 Center Street with the condition that the stormwater easement be signed; another member seconded the motion.

Council members voiced support for moving the item up on the agenda and said they were excited to see the project proceed while staff and solicitors prepare any necessary documentation. The applicant said questions previously raised had been answered and confirmed readiness to move forward once the easement is executed. The council did not approve final construction permits at the meeting; it advanced the conditional use with the stated caveat that execution of the easement is required before a final vote.

The solicitor and planning staff will follow up to confirm that the easement has been signed and to place the finalized item on the next meeting agenda for a formal vote and any additional motions required to authorize construction or record agreements.
