Riviera Beach staff and outside counsel briefed the City Council on March 26 about proposed modifications to the city's special events policy (Chapter 10, Article 4). Assistant City Manager Sarah Jacobs and Special Events Manager Aladia Frank presented a draft framework to clarify what counts as a special event, shorten processing timelines and strengthen public-safety cost recovery and sponsorship rules.
Outside counsel Attorney Rouse told the council that municipalities can be held liable when events lack adequate threat assessments and security planning. He cited examples in which inadequate security at off-site parking or adjacent lots created a "foreseeable zone of risk" and led to lawsuits.
