The Monroe County Plan Commission unanimously approved SMN-25-7 on March 17, 2026, granting a primary-plat amendment that creates a new 10.19-acre lot from Lot 2 of the Robert Marr Minor Subdivision and approving a road-width waiver for South Birch Road.
Planning staff told the commission the highway department verified the petitioner’s traffic data and that the highway department supports the waiver for an existing 17-foot road with an average daily traffic (ADT) within waiver thresholds. Staff also reported that the drainage board approved the subdivision at its February 20 meeting, and that petitioner responses had addressed the drainage comments. Staff recommended approval, subject to the highway engineer and stormwater program manager reports; staff also said required conditions from the plat committee had been completed.
Eric Deckard of Deckard Land Surveying appeared for the petitioner and said the team had agreed to staff recommendations and submitted the updated materials to planning. Commissioners moved, seconded and approved the primary-plat amendment, the road-width waiver and a waiver of the final hearing; the vote was 7–0.
The approved amendment creates Lot 3A (10.19 acres, 9.77 acres buildable) and adjusts Lot 2A; it includes a drainage easement around a pond on Lot 3A and a tree-preservation area in lieu of required street trees where applicable. Planning staff noted the amendment complies with the County Development Ordinance and that the waiver was justified by practical difficulties tied to existing road width and low ADT counts. The petitioner may proceed with required administrative follow-ups with highway and stormwater staff.
