The Lincoln County Board of Commissioners voted March 17 to authorize applying for a state grant, estimated at $2,000,000–$2,500,000, to remove and rebuild livestock barns at the county fairgrounds.
Commissioners and members of the fair association discussed ownership arrangements: the fairgrounds are owned by a stockholder corporation and operated by a nonprofit that leases the property. Staff and the mayor noted that to apply for the grant the property would likely need to be deeded to Lincoln County and leased back to the nonprofit if the grant is awarded.
Supporters emphasized youth, agriculture and economic-development benefits: in 2025 more than 1,400 animals were shown in the barn during fair week, and improved facilities could attract larger events, increasing local spending on lodging and restaurants. Opponents and some commissioners urged sensitivity to the fairgrounds’ historic barns and asked that any design consider retaining historic features where feasible.
The commission voted to proceed with an application. Abstentions were recorded for three commissioners who said they had conflicts or wanted more committee review; the motion passed and staff will pursue the grant application in the county’s name and return details to the commission as the process advances.
No construction contract was approved at the meeting; the vote authorized only applying for grant funding and taking next steps to meet state requirements if the grant opportunity proceeds.
