San Rafael plans formal special-event sponsorship policy; draft expected to subcommittee May 19

Selena Smith, senior management analyst in Community Economic Development, presented a status update on March 24 about the development of a formal special-event sponsorship policy for San Rafael.
Smith said the city historically provided informal in-kind support (staff time, police details, DPW services) and lacks a consistent process for evaluating sponsorship requests. "The goal is to develop a policy that establishes a clear, equitable, transparent framework for special events for the city," she said.
Staff will gather financial data from departments that supply services, survey event organizers (including BID and chamber stakeholders), and return to the subcommittee on April 21 with a policy framework and survey results. A draft policy is expected at the May 19 subcommittee; staff anticipates a recommendation to City Council on June 15.
Councilmembers emphasized the need for cost estimates tied to service types (police, DPW, electrical support) and recommended distinguishing between legacy community events, neighborhood gatherings and profit-making events to avoid over- or under-subsidizing organizers. Members asked staff to review comparable policies from other cities and to present clear budget caps and categories in the May 19 draft.
No policy vote occurred; staff will continue outreach and data collection.
