Commission requests Knox County–style application to vet tax‑abatement pilots after CTAS briefing

Lincoln County commissioners voted March 17 to ask staff to prepare an application, modeled on Knox County's form, that companies would complete before the commission considers pilot (tax‑abatement) agreements.
Joe Griffin of CTAS (County Technical Assistance Service) told the commission that pilot agreements must spell out every term — including job commitments, capital‑improvement obligations and payback schedules — and that enforcement and remedies depend on contract language. He said anything longer than 20 years typically requires approval beyond the county level and urged commissioners to require thorough, written applications from prospective beneficiaries.
Commissioners asked whether a pilot survives ownership changes, how penalties are enforced and whether annual reporting is feasible. Griffin said terms for transfers and penalties are written into each agreement and that an application helps the county uncover those details before approval.
Commissioner Rose Walter proposed adopting the Knox County application and asked that the commission receive an annual report during the budget cycle listing active pilots, company compliance (call‑backs) and any shortfalls. Supporters said the form would improve transparency and let the county “brag on” successful projects; opponents argued the IDB and committee review already vet applicants and cautioned against duplicative processes.
After debate the commission approved the request. The motion passed on a roll‑call vote recorded in the meeting as 13 ayes and 11 no votes. The commission asked the county attorney and staff to review and adapt the application to Lincoln County before bringing it back for formal adoption.
The commission did not adopt specific changes to existing pilot agreements at the meeting; members directed staff to draft the application language and legal review to clarify the commission’s role and any confidentiality redactions.
