Planning commission approves consent calendar items, continues Malibu Vineyards project

At its meeting the Kern County Planning Commission approved the consent calendar items and agreed to continue one project at staff's request.
Staff (Murphy) told the commission that Case 2 is a three-year extension of time for Vesting Tentative Tract Map 6812 submitted by Summit Capital Ventures Inc. The extension would move the deadline from 05/09/2026 to 05/09/2029; the project proposes dividing a 79.75-acre site into 260 residential lots with lot sizes ranging roughly from 7,200 to about 16,300 square feet and includes limited design variations and a request for a waiver of mineral-rights signatures under section 18.15.03 of the Kern County Land Division Ordinance.
Case 3, presented by staff as CUP98Map10321 for the Kern County General Services Department (by Radian Design Group Inc.), would allow a two-story, 15,239 square-foot multipurpose building at the existing Kern County Probation Youth Detention Center on a 15.6-acre parcel; staff recommended approval subject to conditions and adoption of findings.
Case 5, CUP53Map214 (applicant Pedro Chavez Garcia), would allow an existing 50-year-old mobile home on a 2.5-acre parcel where a 30-year maximum typically applies; the site is described as 660 feet north of Novick Avenue on 60th Street West in the Mohave area. Staff recommended approval with conditions.
For Case 1 (Malibu Vineyards, applicant McIntosh and Associates), staff recommended a continuance to 05/28/2026; the commission approved the continuance.
The commission moved and seconded to approve consent items 2, 3 and 5 as read into the record; the on-screen vote recorded 3 ayes and 2 absent and the motion carried. Staff then read appeal instructions: final actions of the commission may be appealed to the Kern County Board of Supervisors by any interested person. Appeals may be filed at the Kern County Planning and Natural Resources Department (2700 M Street, Suite 100, Bakersfield) with a $562 filing fee. For Cases 3 and 5 appeals must be filed within 14 days; for Case 2 (tract map) appeals must be filed within 10 days of the commission decision.
