Councilman Richardson, who requested the item and who lives on Melissa Street, recused himself from the discussion and vote and filed a conflict-of-interest notice. Council and staff reviewed GIS information and determined the targeted location had the required 6-inch water main and that an available hydrant (from a previous project) could be repurposed. Fire department representatives said they responded to the grass fire using hoses and that their tanker (4,000-gallon tender) was unavailable at the time, which limited resources.
Councilmembers acknowledged concerns about setting a precedent for hydrant requests but concluded the street lacked nearby hydrants and the installation would improve fire-response capability; the motion passed. Staff will coordinate procurement and installation and confirmed a typical installed hydrant cost estimate had been discussed in the meeting.
