Planning staff told the bodies the request would permit the applicant to create residential lots on the front 24 acres; in R‑1 zoning the number of lots is constrained mainly by access to public water and sewer, but without utilities staff estimated up to 14–15 lots might be possible in theory and the applicant said he expects to build as many as nine homes on the rezoned portion.
