Council approves Meadow Haven rezoning and preliminary plat from Summergate Development

The City of Otsego council on March 9 approved an ordinance and companion resolution advancing Meadow Haven, a residential subdivision proposed by Summergate Development.
The city planner presented staff’s recommendation for approval, saying the application requests rezoning from A-1 to an R-5 single- and two-family district, a preliminary plat for roughly 80 single-family lots, a conditional use permit for flexible lot sizes, and a vacation of a segment of 67th Street right-of-way. The planner said the plat includes five outlots—four sized for stormwater basins and wetlands—and that park-dedication requirements would be met by a cash-in-lieu payment because Zimmer Farm Park lies within a quarter mile of the site.
Brian Tucker of Summergate Development introduced himself and said his company ‘‘develop[s] residential properties all over the Twin Cities’’ and had nothing to add beyond staff’s presentation. The planner told council the developer will improve an existing gravel road along McAllister Avenue, that streets within the plat are planned as public city streets with sidewalks on one side, and that a future connection to the north will be required when adjacent property is developed.
Council member Tina moved to adopt ordinance 2026-03 amending the zoning map and to adopt resolution 2026-22 approving the subdivision and related permits for Meadow Haven; the motion was seconded and passed by voice vote. The motion and staff report note that approval is subject to the conditions listed in the planning report, including required street connections and stormwater measures.
The action does not close out the vacation of 67th Street; staff said the resolution affecting the vacation will be processed when the final plat is submitted and the right-of-way rededicated if and when the northern plat develops.
The council did not record an individual roll-call tally in the transcript; the motion was recorded as passed. The council packet listed 15 conditions from the planning report that staff said must be satisfied during final plat submittal.
