The South Beloit City Council voted on Feb. 16 to declare a foreclosed residential property surplus and to solicit bids with a council-amended minimum bid of $100,000. City staff said the parcel’s fair-market value, per Winnebago County taxpayer records, is $131,980 and that the city has incurred roughly $13,000–$14,000 in attorney and related costs while processing the foreclosure and enforcement matters.
Staff explained the ordinance would allow the city to publish a notice of sale and solicit sealed bids once any required eviction process concludes in March; the ordinance language was amended on the floor to add the $100,000 minimum bid subparagraph before council voted to adopt the ordinance as amended.
Council discussed whether to allow in-person walk-throughs for potential bidders and how to set the publication notice; staff said properties are generally sold “as is” but that limited walk-throughs could be arranged. The council directed staff to include the minimum bid in the publication notice and proceed with sale advertising after eviction procedures are complete.
The action transfers the property from foreclosed status toward sale and recovers some of the city’s outstanding costs; the sale will be subject to the published notice, minimum-bid requirement and any applicable post-eviction steps.
