Lake Forest approves draft FY 2026-27 CDBG action plan for public review

The Lake Forest City Council voted March 17 to approve the draft fiscal year 2026-27 Community Development Block Grant (CDBG) action plan and expenditure plan and to open a 30-day public review and comment period.
Assistant City Manager Keith Neaves presented the draft budget guidance and explained staff expects total HUD allocations to be announced around May 15, 2026; staff proposed adjusting allocations proportionally if HUD provides a different total. The current draft anticipates about $525,000 in CDBG funds and proposes allocation by percentage: approximately 46% for housing improvements (housing rehabilitation and loan programs), 20% to administration (capped at 20%), 19% to ADA ramps and 15% to public-service subrecipients (capped at 15%).
Several nonprofit speakers representing recommended subrecipients addressed the council. Lauren Hahn of Families Forward thanked the city for past support and said Families Forward used prior funding to prevent or end homelessness for dozens of local families; she outlined services that would be supported under the CDBG award. Stephanie Acevedo, data analyst at Camino Health Center, said CDBG support would help cover utilities at the Lake Forest clinic and underscored the clinic's patient volume from Lake Forest.
Council approved staff's recommendation to release the draft for 30 days and return to the council for final action on May 5, 2026; staff noted HUD's final allocation will be applied and allocations will be adjusted by percentage if needed.
