San Gabriel staff reports growth in senior programs, microtransit RFP set for June 17; work-plan review scheduled for July

City staff told the Community Services Commission on June 2 that senior programs have grown since the pandemic and that recent microtransit changes have improved reliability while shifting some service patterns.
Community Services Assistant Director Matthew Morales Stevens said the daily meal program typically served about 20–25 people on a good day before the pandemic and now serves roughly 60–65 on regular days; special luncheons draw about 100 attendees. He credited part-time recreation specialist Desiree Gomez and volunteers who run activities including quilting and an art workshop. “It has grown significantly over the years, especially prior to the pandemic,” Morales Stevens said.
Staff also reviewed RightSG Plus, the city's microtransit option for older residents: the service remains curb-to-curb within San Gabriel but the subsidized RightSG Plus radius for medical trips and select shopping centers was reduced from five miles to three miles for some trip types. Morales Stevens said the city completed an RFP process and will present a recommended vendor to the City Council on June 17; any contract would start July 1.
On performance metrics, staff reported fewer failed searches and improved on-time performance after January changes, a modest decline in RightSG Plus daily passengers and a roughly fourfold increase in daily general (non-subsidized) passengers traveling within the city. "When you want to book a ride, you can get a ride," Morales Stevens said of the improved service reliability.
Commissioners recommended expanding marketing for art workshop shows and tech-tutoring promotions, continuing volunteer recruitment (especially college-aged volunteers) for youth–senior tutoring, and prioritizing updates to the work plan this summer. Staff asked commissioners to return to the July 7 meeting with two or three items they want added to the working plan; staff will compile those suggestions and present the revised plan at a later meeting.
Staff also previewed the city's Independence Day event planned for July 3, noting the event will include a band called Those Guys, food trucks, community booths and an 18-minute drone/laser light show beginning about 9:00 p.m.; ticketing will be handled through CivicRec.
