Staff presented a revision to section 17.32 to treat a 1,200-square-foot first-floor area as qualifying for a dwelling unit and to prohibit shipping containers in all residential districts. "The other part of this is prohibiting shipping containers in all residential districts," staff said, and recommended approval so the city would "mirror a lot of the other communities around us." Councilmember Gill moved to adopt the ordinance amendment; the motion passed on roll call, 4-0.
Separately, the council adopted a new section 17.43 to establish planning commission submittal requirements for site plans and planned unit developments. Staff said the provision aligns with Wisconsin Statute 62.23 and will provide a checklist for staff to follow when reviewing applications. A motion to adopt section 17.43 was moved and carried 4-0.
Council members did not record further amendment language in discussion and the ordinances passed by recorded vote. The changes take effect according to the city's usual ordinance-adoption procedures.
