"We've been able to validate 233 volunteers in the system that are actually out there working and giving us timesheets," Lucille Casas, director of Norfolk County RSVP, told the commission during a presentation. Casas said the grant formula this cycle sets a base request of $75,000 plus $350 per volunteer.
Under that formula, Casas estimated the federal ask at about $156,050 annually and said the county would provide a 10% flat match, approximately $17,000 a year. She said that approach replaces a prior tiered match system and gives the program more predictable annual funding.
Casas also reported a recent $10,000 grant from the Massachusetts Department of Transportation to support veteran rides and said the RSVP team placed a separate $7,500 AARP pilot request for a "digital friendly visiting" project, which would buy a small number of tablets for isolated older adults. She described service priorities including veterans, early education, adult ESOL and aging‑in‑place work.
Commissioners moved and seconded a motion to authorize the application and approved it by voice vote. Commissioner Stady moved the motion; the record shows the motion carried after the commission responded "Aye." The vote record in the transcript does not list individual tallies.
Casas said the grant would require careful financial reporting if awarded: "The financials have to match to the penny," she told commissioners, explaining annual continuation requests and quarterly drawdowns would be part of the program’s administration.
