The Caroline County Transportation Committee voted to advance a partial surfacing project for Jeter Road to the Board of Supervisors on a motion by committee member Becky Golden, seconded by Chair JD Young. The committee voiced unanimous support during a brief recorded voice vote.
Rick, a county staff member, told the committee Jeter Road is a short, unpaved segment off Sparta Road (about three-tenths of a mile) and said staff estimated "it is looking around $135,000 to do the pipe work and the grading, and then hard surface the road itself." He said one cross pipe sits in an active stream and will require environmental permitting. Rick told members staff could start work next summer under a staged schedule and complete hard surfacing the following spring when additional funds arrive.
The funding picture prompted discussion. Rick said the countys telefees are projected at a little over $89,000 next year and that the county would need almost $40,000 from the FY2028 allocation to fully fund the Jeter Road package. He also noted a 50/50 revenue-sharing option that, if the county elected to participate, could effectively double local contributions but would require the county to commit matching funds.
Committee members compared Jeter Road to larger candidates; Rick said Alst Drive would require 1.1 miles of work and an estimated $370,000$400,000 and would likely need multiple years of allocations. Members also discussed Liberty Fork (which previously measured about nine vehicles per day and did not meet the 50-vehicle threshold), and staff said they had placed a tube counter there to update counts.
Becky Golden moved that the committee select Jeter Road as the committees project for the secondary roads six-year plan; JD Young seconded and the motion passed. Rick said he would create a temporary UPC, set the project in the pool and seek to schedule a public hearing for the Board of Supervisors in April to request final approval.
The committee closed discussion on the item after confirming the staging approach and funding gap; staff will return with project paperwork and, if approved by the Board, begin the phased work schedule described to the committee.
