Royal Palm Beach approves $20.12 million recreation center GMP, accepts audit and authorizes road repair change order

Royal Palm Beach’s Village Council approved several major administrative and capital items at its March 19 meeting, including a guaranteed maximum price (GMP) for a recreation center expansion, acceptance of the fiscal year 2025 audit and an additional change order for road resurfacing.
Village staff asked the council to authorize the village manager to execute a contract price amendment with Kaufman Lynn Construction that establishes a GMP of approximately $20,121,046 for the recreation center expansion and renovation. Staff described a design-progressive-build approach, explained that the addition will be about 25,000 square feet and that the full schedule spans roughly 17½ months: 12 months to build the addition and subsequent summer renovations to the existing building. The council approved the GMP authorization unanimously.
During the consent portion of the meeting Moe Bridal of CBIZ presented the village’s annual comprehensive financial report for fiscal year 2025 and stated an unmodified (clean) audit opinion and no internal-control deficiencies. "In our opinion, the financial statements referred to above...present fairly...the financial position of the village as of 09/30/2025," Bridal said; the council accepted the report and consent items unanimously.
Council also approved change order number 3 with R & D Paving for additional asphalt leveling, curb restoration and roadway repairs in the amount not to exceed $217,670.89. Staff explained crews discovered thinner-than-expected asphalt and root intrusion near several palms that required extra leveling courses; the change order passed unanimously.
Finally, the council filled a pension-board vacancy by appointing Chris Wax to the pension plan board; that appointment was approved unanimously.
The recreation center project is the largest capital item approved that evening and staff said the design-progressive-build method and competitive sub-bidding requirements were intended to manage risk and preserve potential savings for the village.
