The Tullahoma Board of Mayor and Aldermen voted 5–1 to adopt Ordinance 1675, the city's 2045 comprehensive plan, after a lengthy discussion about planning commission notice and the inclusion of an informational tree 'heat map.'
The board's debate centered on process and public notice: several aldermen said the planning commission vote adding the map came close to the board's own first reading and that some community members said they were not notified in advance. Planning staff (Samuel) told the board the planning commission had discretion to add the item to its agenda and that notice requirements for a second reading would apply only if the plan text had been modified between readings. City staff also said the heat map would be informational only and not impose policy obligations.
Supporters said the plan is a guiding document that does not bind the city to specific expenditures, and that the tree map and related materials could be finalized and presented to the planning commission for public review if the board approved the plan as currently written. Opponents pressed for clearer process and suggested bringing the finalized tree data back to the board as a separate amendment so members and the public could review it in completed form.
Aldermen questioned timing and publication of agendas; planning staff described the internal timeline (submission windows, agenda assembly and the 48‑hour state requirement for published agendas). The board discussed options for returning a finalized heat‑map representation to the planning commission and then to the board for inclusion by amendment.
