The Management Council convened April 1 and approved minutes from prior meetings before taking up interim-topic assignments for the coming interim.
Chairman Beitman called for and confirmed a quorum, then accepted a motion to approve the minutes, which the council adopted unanimously. Later in the morning the council considered committee priorities and reassignments after hearing presentations from committee chairs and LSO staff.
During a roll-call series of motions about topic homes, the council moved to send state land lease issues to the Agriculture Committee and to assign unclaimed property matters to the Capital Finance & Investments Committee. A member moved and seconded the reassignments; the motion carried. The council also adopted a motion directing the legislative facilities, technology and processes committee to review statutes and rules on bill “catch titles” and another motion asking that committee to evaluate whether it should continue in its current statutory form.
The votes were procedural and reflected the council’s effort to place topics where members said there was capacity and expertise to follow up during the summer. Director Obrecht of the Legislative Service Office supplied background materials and committee chairs used short presentations to explain why they wanted particular topics to land in their committees.
The council invited staff and chairs to bring back refined scopes and meeting schedules; members agreed to consider motions about any committee-specific changes as the agenda items were discussed, with a final global approval at the meeting’s end.
The council recessed for lunch with several committees scheduled to return later in the day for fuller discussion and public comment.
