Commissioners moved to accept the gift after county staff and animal-services personnel outlined initial ideas for using the funds, including a publicly available spay/neuter voucher program targeting low-income residents, startup support for a long-term foster program to reduce kennel occupancy, and a limited emergency assistance fund to help pet owners keep animals in their homes.
Animal-services staff said the long-term foster program would include supplies and training for foster homes and that the voucher program would aim to reduce unwanted litters while supporting responsible ownership. "One of the ideas would be a public-facing spay/neuter voucher program for low-income Rowan County residents," a staff member said, adding the proposals were preliminary and that additional planning would follow.
The motion to accept the donation was moved and seconded on the record and carried by voice vote. Commissioners asked staff to return with a spending plan and timeline for implementing the proposed programs.
The acceptance of the donation will allow the county to begin planning targeted programs to reduce shelter intake and support pet retention; staff will report back with details to the board.
