Opa-locka commission approves first reading of ordinance requiring dumpster enclosures for multifamily units

Commissioner Dr. Charlene Bass, a sponsor of the measure alongside Vice Mayor Kelly, said the change is intended “to bring a unified look to our city” and to ensure proper enclosures for multifamily properties. The ordinance text cited amendments to section 11-81 (dumpster enclosures) and an additional penalties subsection to be added to section 11-84.
The item was introduced as a public hearing (first reading noted as held Feb. 25, 2026). The public hearing on March 11 opened and, with no members of the public speaking, was closed. The commission then voted on the motion: the clerk recorded Commissioner Irvin, Vice Mayor Kelly, Commissioner Bass and Mayor Mary Taylor all voting yes. The motion passed 4–0.
City staff said the ordinance is intended to standardize enclosures for multifamily complexes and to provide an enforcement mechanism through penalties embedded in the code. The ordinance text as read by staff included severability and repealer language and noted an effective date to be provided.
The ordinance passed first reading; the transcript does not record a scheduled date for second reading or final adoption.
The commission also approved routine consent items and meeting minutes earlier in the session.
