Planning and Zoning Board in Alpine unanimously recommends rezoning 205 South Berkeley to allow manufactured or small modular home

At its March meeting the Alpine Planning and Zoning Board unanimously recommended that the city council approve an ordinance to rezone 205 South Berkeley from R‑2 (two‑family) to R‑4 (mixed residential).
A staff member read the recommendation and ordinance numbers, saying the request would amend the official zoning map and provide findings of fact, severability and an effective date. The rezoning application cited on the agenda was 2026‑04‑01 and the ordinance read aloud was 2026‑04‑03.
The staff member told the board the property owner had been living in an RV on the lot but that city rules prohibit using an RV as a residence inside city limits. "He could park it there and store it," the staff member said, "he just can't live in it based off our ordinance." The staff member said the owner is exploring options including buying a new manufactured home or placing a small modular or "casita"-style unit allowed under a recent amendment to the zoning code.
The staff member also noted a federal standard that affects older manufactured units, saying HUD rules generally prohibit moving in units manufactured before 1976. The staff member said the owner was not planning to bring in an older unit but would use a new manufactured home or a small modular structure.
Board members asked about lot configuration and utilities; staff explained the parcel had been divided from a larger family property and that the owner's lot does not currently have a primary dwelling. Staff said adding a primary structure is the owner’s intent and that utilities would not be affected by the change. The staff member also noted that if the owner sought to add multiple units the lot would need to be replatted.
After discussion a motion to recommend approval was made and seconded. The chair called for a voice vote; there were all affirmatives and no nays. The chair declared, "The motion to approve ordinance 2026‑04‑03 is passed," and the board's recommendation was forwarded to the city council.
With no further business the chair adjourned the meeting at 5:37 p.m.
