Council advances Creekview replat and votes on Liberty Ridge final plat and Sleepy Hollow vacation

Developers and planning staff briefed the council on multiple land-use items on March 9, including a replat request for South Creek View, the final plat for Liberty Ridge Section 1, and a pre-annexation agreement with Cherry Lane LLC.
A representative for Ryan Shields explained that planning and zoning had approved vacating a seven-lot plat on South Creek View and replatting it as a single 4.682-acre parcel so the owner could build one house on the larger lot. "He wants to replat that as 1 4.8 parcel and build 1 house on that large lot," the presenter said. The solicitor advised that county procedures require an ordinance number and asked the council to include emergency language; the council voted to send the matter to the full council for ordinance adoption.
Council took up the third reading of Ordinance 26-03, the final plat for Liberty Ridge Section 1, and the item produced a divided roll-call vote. At the third-reading roll call the tally was reported as a three-to-three split; the mayor then cast a deciding vote. Later in the meeting the council moved to untable and then voted to approve Ordinance 26-01, which vacates the final plat of Sleepy Hollow subdivision (related to the Liberty Ridge approvals), with a reported roll-call outcome of 4-3.
The solicitor also explained Ordinance 26-08, an amendment to the council rules to allow committee chairs to cancel scheduled meetings when there are no agenda items; the council suspended three-reading rules and adopted that change so it could take effect immediately.
Developers in the audience described Liberty Ridge project timelines, telling council that initial site work and a small number of spec homes could appear this year but that buildout would take several years; participants asked about open-space acreage, playground locations, entryway landscaping, and street-tree planting plans, and the developer said the plan includes substantial green space and roughly 400 new street trees.
The council approved several procedural steps and sent ordinances to council for final action and emergency adoption where requested; it also scheduled follow-up and executive-session discussions for litigation and land-acquisition matters related to development activity.
