The North Kingstown Building Advisory Committee on April 1 voted to recommend awarding the high-school roof work to Martone Service Company, accepting two specified alternates and rejecting a third alternate because of procurement lead-time concerns.
OPM and CIP staff reported the base estimate prepared earlier in design was just over $6.1 million. Two bids were returned: Martone and Capeway Roofing System; both bids were substantially below the earlier estimate. Martone was the low bidder. OPM recommended accepting Martone’s base bid and adding alternates 2 and 3 (RTU sound attenuation ductwork and replacement of exhaust fans) while rejecting alternate 1 (new RTU curbs) because the curbs’ procurement timeline could push the project beyond required completion dates.
A motion to accept Martone’s bid with alternates 2 and 3 was made, seconded and approved by the advisory committee. OPM noted award remains subject to RIDE (department) approval of construction documents and to final contract negotiations.
Committee members urged patience before reallocating bid savings across other projects, noting additional bids on other packages and the value of holding contingency for upcoming work.
OPM recommended Martone proceed with preaward planning so the contractor can ramp up for work timed to district schedules once final approvals and contract paperwork are complete.
