TAC recommends adoption of CVTA 2026 regional allocations plan

The Technical Advisory Committee recommended that the Central Virginia Transportation Authority adopt a 2026 regional allocations plan that schedules funding by project and fiscal year and incorporates new Round 4 projects.

Daniel, a staff presenter, said the plan "shows previous CBTA now, as well as FY27 through FY32 in terms of the funding years, for each phase, each project," and identified projects newly added in Round 4 with bolded CBTA ID numbers. He told members the plan will serve as the master document guiding reimbursements and project agreements over the next two years.

Why it matters: the allocations plan consolidates all projects that have received regional funding to date, clarifies phasing for right-of-way and construction, and identifies remaining balances by fiscal year. Staff noted the plan also records notes on leverage adjustments and deallocations, including the earlier decision to deallocate funds from Forest Hill Avenue phase 2 and redistribute them into Round 4.

Members raised data-quality issues during review. Sharon Smidler flagged a duplicate CVTA ID ("CVTA-0075") assigned both to the Pulse BRT Western Extension stations and to Shaco Valley Street improvements; staff agreed to correct the typo. Other members suggested uniform font and alignment in the ID column to make inconsistencies easier to spot.

The chair asked for a motion to recommend adoption; the motion passed on a roll-call vote and will move to the full authority for final action. The chair said approval by the authority will allow staff to advance planning for Round 5.

Next steps: staff will correct the duplicate ID and formatting issues noted by members, file the TAC recommendation with the CVTA authority, and prepare the allocations plan for authority consideration.
