Powhatan Board approves appointments, lease and budget amendments; telecom tower application withdrawn

The Powhatan County Board of Supervisors approved a slate of routine and operational items during its March 23 meeting, including appointments to the Board of Zoning Appeals, budget amendments, and a lease resolution to secure additional county office space.
The board nominated and confirmed Richard T. Bolton (District 2) and Paul Simmons (District 1) to fill two vacancies on the Board of Zoning Appeals. The motions passed by voice votes.
On the consent agenda the board approved minutes and several budget resolutions. Staff said the consent items included a budget resolution accepting just over $50,000 in insurance recoveries and about $28,000 in next-generation 911 grant funding, and the transfer of $200,000 into a project line for the Pocahontas Landmark Center feasibility study. The consent agenda passed 5-0.
Under new business, staff proposed a resolution authorizing a lease of half the RHB Building to create more office space for economic development, human resources and finance. Staff said monthly rent would increase from $1,200 to $4,954 but that the county would gain 2,831 square feet of space (versus 631 square feet in the current IT space); renovations were estimated to take 6 to 8 weeks. The board approved the lease resolution 5-0.
Finance staff presented resolution r2026-17 amending the FY26 operating budget to reflect three school grants: $5,000 in federal STEM funding, $3,500 in state math-acceleration funding, and $180,000 in VPSA technology funds to refresh network switches and student testing infrastructure. The board approved the amendment 5-0.
In a public hearing update, staff reported that a conditional-use application for a telecommunications tower had been withdrawn by the applicant; staff and county partners said they will explore other parcel options and report back.
All motions and resolutions in this package were approved unanimously by the board during the March 23 meeting.
